Overview

The SOL Foundation’s 2025 symposium in Baveno marked a pivotal moment in the global discourse on Unidentified Aerial Phenomena (UAP). It was the first major European event to bring together leading UAP researchers, military officials, whistleblowers, policymakers, and academics from both the United States and Europe. The symposium emphasized the need for a transatlantic dialogue and aimed to establish a shared platform for scientific and political engagement on UAP issues—traditionally dominated by U.S. institutions.

Key themes

• Europe’s Role in UAP Research: Strong emphasis on Europe catching up with U.S. initiatives and fostering international collaboration.
• Scientific Approaches: Presentations ranged from traditional astrophysics to radical epistemological frameworks, including citizen science projects.
• Political and Ethical Dimensions: Disclosure processes analyzed through historical and political lenses, with focus on ethics and whistleblower protections.
• Investment and Technology: Deep tech investors explored intersections between UAP research and emerging technologies (AI, quantum computing, advanced materials).

Notable presentations

• Dr. Beatriz Villarroel (VASCO Project): Research on transient astronomical objects disappearing from historical star plates—potential indicators of artificial structures.
• Col. (Ret.) Karl Nell: Drew parallels between UAP disclosure stages and Roman imperial governance, advocating for controlled transparency.
• Luc Dini (3AF – SIGMA2): Detailed France’s UAP research tradition and called for sensor networks and international cooperation.
• Gen. Pierre Bescond: Revisited the COMETA Report and suggested France may lead Europe in UAP research.
• Dr. Karl Svozil: Proposed loosening rigid scientific norms to accommodate phenomena involving non-human intelligence.
• Dr. Diana Pasulka: Explored historical parallels between Marian apparitions and modern UAP sightings.
• Fabio De Masi (EU Parliament): Advocated for European political engagement and announced plans to invite U.S. and French experts to the European Parliament.
• Roberto Pinotti: Delivered a historical analysis of Italy’s UAP involvement, including the Magenta crash of 1933.
• Dr. Jacob Haqq-Misra: Urged integration of UAP research into mainstream SETI efforts.
• Anna Brady-Estevez & Jonathan Berte: Discussed investment strategies for UAP-related technologies and ethical considerations for future contact scenarios.

Emerging issues

• Whistleblower Protections: Testimonies revealed harassment and lack of safeguards for individuals disclosing UAP-related information.
• International Protocols: Calls for standardized frameworks to prevent military conflict and ensure responsible disclosure.
• Cross-Domain Monitoring: Recognition that UAP phenomena span air, sea, and space, requiring integrated surveillance systems.

Significance

The Baveno symposium signaled a European awakening on UAP issues, bridging scientific, political, and ethical domains. It underscored the urgency of destigmatizing UAP research, fostering international collaboration, and preparing for profound societal implications should non-human intelligence be confirmed.
